Have your say on the future of Mandurah Ocean Marina

The City of Mandurah is inviting the community to have their say on a proposed planning change for two sites in Mandurah Ocean Marina. 

The sites are located at Breakwater Parade (Lot 24) and Dolphin Drive (Lot 107), in a key waterfront area close to Town Beach, shops and restaurants. 

What is being proposed? 

The City received a proposal to update the planning rules for these sites to make their future use clearer and better planned. 

The changes would: 

  • Set out what the land could be used for  
  • Introduce building height limits  
  • Provide guidance to support well-designed development  

This proposal would require an amendment to the Mandurah Strategic Centre Precinct Structure Plan. 

Importantly, this proposal does not approve a building or development. It only sets the rules that would guide any future proposal. 

What could this allow in the future? 

If approved, the updated rules could support future development such as: 

  • A hotel or other tourism accommodation  
  • Small supporting businesses like cafés, restaurants or shops  
  • A limited number of residential apartments  

Any future development would require a separate approval process and further community consultation. 

What about parking? 

Lot 24 on Breakwater Parade is currently used as a public car park with 110 bays. 

There are no immediate changes to parking. 

If a future development is proposed and approved, parking arrangements would be reduced to 50 bays. There are additional free public parking options available within a short walking distance of the marina. 

Who makes the decision? 

The City is responsible for collecting community feedback and making a recommendation. 

The final decision is made by the Western Australian Planning Commission. 

Why does this matters? 

These sites are some of the last undeveloped pieces of land in the Mandurah Ocean Marina. 

Getting the planning rules right now will help make sure: 

  • Future development fits the character of the marina  
  • Buildings do not overwhelm nearby streets or the foreshore  
  • The area continues to be a great place to visit, work and spend time  
  • Economic benefits, including support for local businesses and jobs, are considered alongside community impacts
